On March 19 in Cheboksary, in Palace of culture of Ya.Ukhsaya under the chairmanship of head Minsport Chuvashii Sergey Melnikov enlarged meeting of board of the ministry, devoted to summing up 2012 took place. At meeting there were members of board of the ministry, the head of administrations of a number of the cities and areas, experts in the field of physical culture and sport, directors of the sports organizations, chairmen of sports federations, representatives of mass media.

Opening meeting, Sergey Melnikov emphasized that it is very important to estimate today a contribution of the sports sphere to social and economic development of the republic, improvement of quality of life of citizens. The head of sports department paid special attention to words of the Head of the republic in the Message to the State Council of Chuvashia where Mikhail Ignatyev designated importance of the state attention to questions of formation of a healthy lifestyle of people, developments of sports and sports movement and an elite sport. "The task – to involve within three years in sports activities of every second child of school age is set. And here child junior sports schools" have to play a big role, - he told.

Sergey Melnikov summed up 2012 and formulated tasks the current year. The most important achievement of last year, according to the minister, that the specific weight of the population which is systematically engaged in physical culture and sport, at last, overcame thirty percentage boundary (30,5%) is. By all means, such growth was promoted by development of sports infrastructure. The head of sports department noted that in 2012 in the republic the first stage of implementation of the federal target program aimed at the development of physical culture and sport in the country came to the end, for not full seven which years of realization in all small cities and rural areas of the republic were constructed modern sports and sports complexes. Only last year to the republic from the federal budget on construction and reconstruction of sports objects 7 million rubles that is 2,6 times more than a similar indicator of 2011 arrived 293. From the republican budget of the Chuvash Republic 359,1 million rubles were directed on construction and reconstruction of sports constructions. Also in 2012 in the republic received start a number of investment projects. In particular, in the capital of the republic construction of the regional center of the Olympic preparation on cycling mountain bike is begun, construction of the Ice palace in Cheboksary, football fields in the settlement Ibresi and Shumerlya is continued, construction of a covered ice skating rink in Vurnara's settlement is begun. Along with building of new sports objects reconstruction of the largest republican sports constructions, such as sportikompleks of SDYuSShOR No. 3, No. 4 SDYuSShOR Ice palace, the swimming pool of SDYuSShOR No. 9 and others is begun. "Thanks to active work on development of sports infrastructure security of the population with sports constructions made 39,8% against 39,2% in 2011 at average values in Volga federal district – 27,9%, Russia – 24,5%", - S.Melnikov is sure.

Besides, in 2012 from the federal budget on development of branch target funds of 323,3 million rubles were raised. In particular, 2,8 million rubles were received by the republic within the State program of the Russian Federation "The available environment for 2011-2015". Funds were allocated for acquisition of the sport equipment, equipment and vehicles for MBOUDOD "Child junior sports and adaptive school" Cheboksary. Subsidies of 4,5 million rubles are received by the sports organizations which are carrying out preparation of a sports reserve for national teams of the Russian Federation on basic Olympic and Paralympic sports. The fund of support of Olympians of Russia allocated to establishments subordinated to Minsport Chuvashii grants for total amount of 9 million rubles for preparation of a sports reserve.

Along with construction and reconstruction of sports constructions, Sergey Melnikov in detail stopped on questions of their operation. So, in reporting year work on transfer of property of sports complexes on balance of municipal sports schools was complete that certainly affected load of sports constructions and quality of sports and sports occupations at sports schools. "For fiscal year load of complexes increased by 50 percent from 2 million 107 thousand to 3 million 75 thousand people visits. From them 35,2% fall to the share of school students (1081,3 thousand people - visits), pupils of sports schools-27,6 of % (847,2тыс.чел. - visits) and workers of-23,5% (723,1 thousand people - visits)", - Sergey Melnikov noted in the performance. The head of department and such actual problems of the sphere of physical culture and sport, as the insufficient amounts of financing in municipal budgets, absence of structural divisions in administrations of the cities and the areas, insufficient control didn't disregard from the founder behind work of child junior sports schools. It also stopped on questions of development of basic and priority sports.

Telling about the work done in a year, the head of department didn't fail to designate achievement of athletes of the republic on the main starts of the fourth anniversary – the Olympic and Paralympic Games in London, is unconditional запечтатлевшихся in the sports chronicle of the republic Tatyana Arkhipova won in the Olympic marathon and three gold medals of Elena Ivanova's bronze medal, got in Paralympic track and field athletics tournament. Last year for the republic was rich and on sports events, largest of them - the track and field athletics, cycling mountain bike championships of Russia, and also the All-Russian summer rural sports. Not less saturated on sporting events expects to be and this year. Sergey Melnikov also emphasized that in the expired year were accepted a number of the normative legal acts directed on support to branch. In particular, since 2012 monthly payments to athletes and the trainers having high sporting achievements for the first time are provided.

In conclusion of the performance the head of department noted that the main objectives for 2013 is an increase in number of the citizens who are systematically engaged in physical culture and sport, further work on creation of material base of development of physical culture and sport, and certainly, successful speech of the Chuvash athletes on the All-Russian and international starts. He also urged heads of sports complexes not to treat formally the quarterly republican stock "Uniform Day of Health and Sports" declared by Minsport Chuvashii. The next day of health and sports will take place on March 30. "This day all sports constructions, regardless of departmental accessory, have to render sports and improving services on a free basis", - Sergey Melnikov told.

Board meeting by rewarding of winners of annual republican reviews competitions came to the end: on the best statement of sports and improving and sports and mass work among the population in the cities and areas, the enterprises and in the organizations of all forms of ownership; with children, teenagers and youth in a residence and studies, among orphanages and boarding schools for orphan children and children without parental support; on the best use of sports and sports complexes, among DYuSSh, SDYuSShOR, trainers and athletes, sports journalists "Sports style".

The certificate of honor of Minsport Rossii awarded Andrey Pyanzin, the professor of chair of theoretical bases of physical training of ChGPU of I.Ya.Yakovlev and Alexey Krasnov, the director of DYuSSh "Pattar" of the Batyrevsky area. The certificate and breastplate "The deserved trainer of the Chuvash Republic" are handed over to Oksana Dyachuk, the coach-teacher of SDYuSShOR No. 6 on gymnastics of Minsport Chuvashii, the chairman of republican federation of sports aerobics.
